Victor got on quite well with people at school, but I could see Victor and Aidan being friends from there and just as regular Ministry co-workers as well! He'd also definitely invite any co-worker to a quidditch game who wants to see one, but he wouldn't be the type to really force someone if they truly didn't want to!
