No but in his younger years he was probably thrown in the VE equivalent of the drunk tank a few times in foreign ports, most likely after being involved in fist fights in bars. Also IN CASE ANYONE WANTED TO KNOW THIS there was a custom in this era of taking sailors who were too drunk to stand and literally bending them over a rail on wheels and piling them up and just wheeling them back down to the docks so when I say "VE drunk tank" that's what I'm picturing
Have they ever committed a crime? Well apparently he's a petty smuggler, just learned that this month :P Also he's killed some people but I don't think it counts as murder if it happened in South America.
What would it take to get them to commit a crime? Petty crime: not much, obvs. Serious crime: Probably Zelda or Charity would have to be in danger.
Do they gamble? Hmm maybe occasionally betting on card or dice games while underway? But not in port.
