Still, he sometimes found himself flustered with the sheer volume of work he did each day. Being head of department was one thing, Baxter had mountains of paperwork on his desk at any given time; that he could handle. This, this was another matter entirely. His daily meetings, check-ins, charity planning, it ate up every minute of his day.
