House Elves Should Report Illegal Activities
This business with the stone children is absolutely terrible, and one has to wonder how it was able to go on for as long as it did. Someone at the market was saying this woman had been in business for twenty years or longer! I understand the Ministry may not be able to track down every missing child - and if this was part of a baby farming thing, maybe a lot of them weren't reported missing at all - but it still shouldn't have been able to go on as long as it did.
It seems to me that there ought to be some law in place that requires house elves to report on their masters if the things they're being tasked to do aren't entirely above board. That house elf relocation office could add a stipulation like that when they rehomed them, and no respectable person ought to have a problem with that. This woman wouldn't have been able to keep doing what she did if she had to convince someone else to keep quiet about it, because anyone helping her would have had a conscious. House elves just aren't able to do that sort of thing for themselves - think about morality, and all - and so we ought to give them a little magical help to do so.
