Really it was shocking how unconcerned parents were about their daughters dueling. Sometimes he felt as though he was the last man alive who recognized the threat of dueling women for what they were. Obviously he wasn't, there were plenty of sensible men left but they seemed less distant and intangible when he was having to oversee the daughters of socialites - girls who would be marriageable in only a couple of years - partake in dueling.

Flora had never been a skilled duelist, but she'd entered the competition to keep herself busy, not to prove that she was the most skilled duelist in their OWLs course. Still, the nerves could not be kept at bay, and up until the moment her opponent was announced she swore she could feel her heartbeat in her throat. It was a Ravenclaw boy she knew more about from his quidditch matches against Sirius and Rex than the classroom.
She offered a stiff smile along with a bow, and when given the go-ahead she attempted to cast a spell that would glue his mouth shut and prevent him from defending himself.

The silencing charm hit its mark and it was immediately apparent that Miss Mulciber had lost her voice. However, Charles couldn't ignore the fact that the boy's wand was now rolling towards his feet instead of being in his hand. Both spells had worked. Technically it was a draw and he could use his discretion which meant he would award the duel to the boy and end it there. Yes, that's what he was going to do.
Then again would it cause a stir if he did? A case could be made for the girl seeing as she'd separated Dursley from his wand which was a testament to her speedy spell casting but to be disarmed in a duel was no small matter. If it were a real life wand fight Dursley would be at the mercy of his silent, petticoated opponent. He assumed Miss Mulciber was incapable of non-verbal magic thus would pose a very limited threat to Dursley but it didn't change that fact. Damn, damn, damn it all.

Charles watched in horror and disgust as the boy's spell was met so aggressively by the stunning spell that it deflected across the room and then when it found its mark the boy was thrown several feet off of his feet. There was a dull 'thwack' as he met the floor and Charles was fairly confident if the spell had been anything else but a stunner then he'd still be out cold as he was now. There was only one result he could call for this duel and it was, in his opinion, injustice incarnate. Damn it.
