With the flying ban still in effect in Hogsmeade, Oak and his friends had obviously been unable to do any flying practice in Hogsmeade. And some of his friends weren't allowed to bring their brooms over to Irvingly since there was no magic allowed in the settlement and his friends parents tended to not want to test the boundaries of the no-magic law. The world was against them all.

With this all in mind, Oak was quite eager to attend a flying race. He was flying merrily along, close to the lead when the boy slammed into one of the girls. His small shred of chivalry had him stopping to dismount near the girls. "You all right there?" Oak asked as he stepped closer to the girl so that he could help her up.
