Attn: Court Scribe

Dear Honourable Members of the Wizengemot,

I beseech you to withhold permission for a halfbreed to marry this muggleborn member of the muggle nobility.  As a muggleborn the Viscount has not perhaps appreciated the complexity that comes with mixing the worlds of magical and muggle nobility. Members of muggle nobility are very much in the public eye, due to their working society obligations as members of nobility and the patronage role we play in muggle public life. 

Would the ministry find it acceptable for there to be a part vampire member of nobility, a muggle title held by a vampire line - with the potential of the law of inheritance to place the title on a full vampire should some calamity befall the family.  I pray that it does not, but it would not be the first family where lineage needed to be traced back 2 to 3 generations back through the mothers line to find a living heir - and for that 'living' heir to be an immortal would be deeply problematic.   

This young lady will also have to be presented at court, it will be impossible for her condition to go unnoticed when under such significant public scrutiny.  Not only is she a vampire but her manners and station in life will be subject to comment as a member of the middle classes marrying a Viscount  -the two together could lead to significant comment and enquiry as to her 'strange' origins - endangering the statute of secrecy as it is almost assured that some members of the lower orders of nobility will want to know every detail of the upstart working girl, with no notable connections who has married a viscount. 

Add to that the potential risk to the Queen of such close contact with half breed members of the magical community - and the risk to us in return.  While Miss Ruskin may herself not be a threat, members of her family certainly may be, and to put those people into direct contact with unprepared muggles with no real way to protect themselves and for those unprepared muggles to be members of muggle nobility, or the Queen herself, risks incurring the wrath of her majesty, or worse yet all out war with muggle society, as an attack to an individual above a certain rank may be taken as decleration of war upon the muggles. 

Miss Fairbairn, the vampiric mother of the young lady was in contact with the family as late as 1887, so to say that Miss Ruskin has been predominantly free from vampiric influence is far from accurate.  While her mother may be dead, she is clearly she is still connected with members of the full vampire community - and the influence they might exert over her and other members of her family is unknown and should not be risked!

Together the risk that this marriage poses to the Statute of Secrecy is near incalculable and should be opposed in the strongest possible terms to protect the muggles from what they ill-equipped to handle and to protect the hard won safety and security of English wizarding life.
