He's a spoiled, young, upper-class gent up to no good and could bring many merry entertainments to your threads.
On first glance, he's quite the catch. Tall, handsome, equipped with a large inheritance. BUT - the boy is a tad off-kilter. Just a rambunctious lad, some say. A menace, others say. A misunderstood but inherently sweet soul, says his governess.
I am ready to throw him at pretty much anyone. He can be found at functions, carousing, traveling the country for his "business", loitering around MC and WC neighborhoods for some girl he has a crush on.
He will talk to anyone. He takes nothing very seriously and may act a tad unhinged. He often toes the line of what's acceptable but knows well not to behave so badly that he gets thrown off the premise (often).
I'm not sure how many real friends he would have, but if your character is in the same age bracket, they might know him as the Gryffindor class clown who got a T in potions.
I am also throwing out some plot hooks you can claim, if you'd like.

- Unwelcome suitor -- Is your debutante's heart already spoken for but things are going a bit too smoothly to be entertaining?
Vic is here to send her a hundred flower bouquets, woo her parents with his assets, and say the darndest things over tea in the sitting room. He takes a slap from a young Miss like a champ and might foolishly taunt her beloved. And when you have enough of his antics, he will finally take the hint and be gone.
Alternatively: Could your pretty WC or MC character do with a guy who hangs around her shop, brings her expensive gifts, and annoyingly hits on her? Look no longer.
- Taken for a fool -- Do you have a smart character with limited resources in your roster? Vic can be squeezed for his money and it is easy to talk him into pretty much anything.
- A diamond caked in mud -- If you are willing to understand him and accept him for who he is, Vic would try to give you the world. In a society where he is expected to make a suitable match and represent his family, he would, in fact, choose love over propriety. But it's not easy to be with him [open to all genders and backgrounds].
