Apparition is more difficult to master than we probably take for granted IC so I imagine that not the every 17/18-year-old can manage it by the end of their seventh year. Classes only take place bi-monthly at Hogwarts from January through May, and yet there’s an entire Ministry office dedicated to it, so I imagine the rest of the year (and even during that time frame) is dedicated to helping adults get licensed. I don’t think there’s an established fee, but if it’s anything like a driver’s license there’s probably a $25 fee (I’m too lazy to convert to galleons >>) just for the license while the classes and actual test are free to the public—unless that policy is wildly different in Britain.

I feel like this would be unlikely in this era since they didn't believe in free public education/etc, and it's not like people
need to apparate when there's public transit (floo, Knight Bus) available. But that's just my two cents :P

I was just basing this off the fact that it seems accessible to Hogwarts students without any additional fees, unless it's either included with tuition or they just aren't mentioned, in which case I'd probably rethink how accessible it was to WC students. Or it could be a situation where students are motivated to get their license at Hogwarts because once they leave Hogwarts it's more expensive? I'm not sure :P

As per the calendar in the Hwarts Roster, lessons are Mondays beginning January 11th ;) Available to all sixth & seventh years for a nominal fee!
It does cost extra money to do it at Hogwarts!

I would imagine that there's a fee for the lessons and the test both as an adult and a student given that once you're 17 for all intents and purposes you're an adult. I also expect that the apparition test centre run tests on set days 3-4 times a month but that's mostly because otherwise I can't imagine what they do all day.
There were local schools that offered free education to the poor, largely run and sponsored by the church, so perhaps we could get around the WC not having the money for formal lessons by agreeing that the CMJ run an evening class?
