The giant squid has been injured, something has taken a considerable chomp out of it - no one has seen what it is properly but based on the injury- the prediction of size is ginormous! It makes the lake too dangerous and a potential threat to anyone getting too close to the waters edge! The Ministry sets up a mission to hunt and kill the monster!
Ship-people with experience:
J. Alfred Darrow
Pablo Medina
Magizoologists
Conall MacKay
Bella Scrimgeour
A Few Aurors/ministry people
Maybe Eugene Scamander - beasts division or similar
A news paper type - because what 19th century adventure like this didn't have a newspaper man
Are all officially heading to deal with the problem.
However members of the public can be involved too -
There is a send off event at the docks with the public, a last toast, some champagne and a round of applause for the glorious heroes - when the creature, whatever it is, attacks the ship in dock- like a shark, it finds tracking movement on the surface easier than in the water, so to escape a bubble charm and a heaviness charm are cast on the ship to allow it to go under the water with it's passengers still aboard!
END: TBD - what they find down there is not yet clear!
Can go in a 20k leagues direction - or be an actual creature!

Ooh I thought I'd replied too!
I can supply Morwenna for Ministry stuff. She's obviously quite high up but once things get serious she could deffo want to see for herself and/or Enoch for auror duties though I could do without him being maimed so close to his wedding :P

Transporting the Voyager to the Black Lake would be a logistical nightmare, particularly while avoiding Muggles, and his ship is too big to be useful on the lake anyway. That said, if someone is willing to furnish a skiff Alfred is very much down to captain it
